Members of a House and Senate conference committee who are meeting this week to reconcile differences in a water resources bill must not forget the hard lessons of Hurricane Katrina.
Lives, homes, businesses and more were lost in the New Orleans area because levees built by the Army Corps of Engineers failed during the storm. Providing independent oversight of corps work -- as called for in the Senate version of the Water Resources Development Act -- is a vital reform that must not be lost in the push for a compromise.
